한국천주교주교회의 의장 강우일 주교(제주교구장)는 지난 2013년 4월 9일, 북한의 전쟁 위협과 남북한 갈등 국면에 관하여 <가톨릭뉴스서비스>(Catholic News Service)와 전자우편으로 인터뷰를 가졌다. <가톨릭뉴스서비스>는 미국 주교회의가 운영하는 교회 언론사다.

북한의 위협

북한의 위협으로 야기된 긴장 때문에 한반도가 전 세계를 매우 불안하고 걱정스럽게 하고 있어 매우 안타깝습니다. 북한이 왜 상황을 이렇게 계속 악화시키고 있는지 또 긴장을 고조시키는 그들의 저의가 과연 무엇인지 잘 이해가 가지 않습니다.

북한이 그들의 자존심이나 자존감을 굽히지 않으면서 해외의 재정적 원조를 받고 싶어 하는 것으로 보입니다. 그들은 지금 그들 역사상 가장 궁핍한 상황을 겪고 있습니다. 그들 혼자의 힘으로 경제를 회생시킬 가능성은 거의 없어 보이며 해외 투자 없이는 그들의 산업을 발전시킬 수 없음이 너무 자명합니다. 그러나 이와 함께 그들은 자신들의 자존심이나 자부심을 고집스럽게 지키는 일도 결코 포기하지 않을 것 같습니다. 그들의 이러한 심리적 배경을 이해하려면, 그들의 과거 역사를 살펴보고 한국 전쟁 이후 지난 60년 동안 그들이 고수해 온 이념을 고려해 보아야 한다고 생각합니다. 김씨 일가(김일성과 김정일, 그리고 현 북한의 지도자 김정은)가 주창한 이념은 ‘주체사상’이라 말할 수 있습니다. 이는 그들의 지도력과 한국의 역사와 문화가 늘 우월하다고 보는 사상입니다. 이 이념에 따라 북한은 외국의 도움에 기대지 않고 그들 혼자만의 힘으로 문화와 경제 개발을 도모하고자 노력해 왔습니다. 그러나 이 주체사상 때문에 북한의 경제는 완전히 무너졌습니다. 북한이 내세우는 자립 경제의 고립된 구조가 그들의 산업을 전혀 발전시킬 수 없었기 때문입니다. 북한은 다른 사회주의 나라들이 지나왔던 것과 똑같은 길을 걸었습니다. 그러나 주체사상이 경제 개발 이론에만 머물지 않고 북한 최고 지도자들과 북한 주민의 철학으로 유지되어 왔기에, 끊임없이 변화하는 국제 문화의 영향에 문호를 개방하지 못했습니다.

저는 오랫동안 현대 세계에서 고립된 채 살아온 북한 주민들을 대하려면 많은 인내가 필요하다고 생각합니다. 매우 일방적인 아집으로 일관되어 보이는 북한의 대외 관계의 행태에 우리는 많은 이해심을 가질 필요가 있습니다. 그들은 근대 역사에서 현대의 민주적 질서를 전혀 경험하지 못했기 때문입니다. 저는 북한이 그들의 요구를 세계에 드러내는 폭력적 방식이, 그들의 절망적인 상황과 이렇게는 더 이상 살아남을 수 없다는 자기 고백의 반증일 수 있다고 생각합니다.

남북한 사이에 긴장이 고조되는 지금의 상황에서, 남한 사람들은 속으로는 불안하게 느낄지 모르지만 겉으로는 평온하고 침착해 보입니다. 비록 이러한 위협에 매우 익숙하다 하더라도 우리는 예상치 못한 무력 충돌의 가능성을 부인할 수 없습니다.

저는 개인적으로 한국인들이 한반도의 평화를 위해 기도해 줄 것을 호소해 왔고, 그러한 뜻을 담아 제가 직접 쓴 기도를 여기에 소개합니다.

평화를 구하는 기도

주님, 이 어리석은 민족을 용서하소서!
수백만 백성이 배를 곯고 있는데,
쌀밥 한 공기, 고깃국 한 그릇도 배불리 못 먹이면서,
미사일을 쏘아올리고 핵무기를 실험하며 허공에 돈을
뿌리는 어리석은 무리를 용서하소서!

주님, 이 무심한 민족을 용서하소서!
한 핏줄, 한 민족 백성이 굶주림에 허덕이다 못해 철조망을
뛰어넘고 아무도 받아 주지 않는 먼 나라 산하를 헤매다가
가진 것 다 팔고 몸까지 팔고 영혼이 산산조각 나는데
지척에서 소 닭 보듯, 나 몰라라 하는 이 무정한 무리를 용서하소서!

아벨을 죽인 카인을 용서하셨듯이, 아버지를 속이고 형을 속인
야곱을 용서하셨듯이, 저희를 용서하소서!
당신이 베푸신 끊임없는 은총을 망각하고,
돌아서면 불평하고, 밥 먹듯 배신을 반복한 이스라엘을
눈감아 주시고 참아 주시고 용서하셨듯이
저희를 불쌍히 여기소서!

이 우매한 백성은 불과 60년 전에 수백만 동족 목숨을 짓밟은
어리석은 전쟁을 치르고 부모 형제들의 비명과 신음 소리 들으며
그 많은 시신을 땅에 묻고도 벌써 까맣게 잊고 있습니다.
당신 닮은 모습으로 창조된 형과 아우들, 누이와 친구들 목숨
끊으려고 또 다시 총을 닦고 포대를 세우고 핵폭탄까지 터뜨리며
당신 앞에 오만과 협박을 늘어놓고 있습니다.

형제 집안보다 40배나 많은 재산을 벌어 하늘에 닿는
대궐 같은 집에 살고 살 뺄 걱정들만 하면서도 도움을
청하는 가난한 형제를 업신여기고 손 내미는 아우 앞에
매정하게 문고리를 닫아걸고 등을 돌리고 있습니다.

하지만 주님, 당신은 이 백성을 수천 년 동안 자애로이
키우시고 길러 오셨습니다. 헤아릴 수 없는 이민족의 침략과
역경 속에서도 지켜 주시고 보호해 주시고 살려 내셨습니다.
주님, 당신의 옛 정과 사랑을 기억하시어 이 우매한 백성에게
자비를 베풀어 주소서.

당신께서 민족들 사이에 재판관이 되시고 수많은 백성들 사이에
심판관이 되어 주소서. 그러면 저희들은 칼을 쳐서 보습을 만들고
창을 쳐서 낫을 만들 것이옵니다. 한 민족이 다른 민족을 거슬러
칼을 쳐들지도 않고 다시는 전쟁을 배워 익히지 않게 하소서.

저희에게 주님의 영을 보내소서.
지혜와 슬기의 영,
경륜과 용맹의 영,
주님을 경외하는 영을 보내 주소서.
그러면 사람들은 악하게도 패덕하게도 행동하지 않으리니
바다를 덮는 물처럼 땅이 주님을 앎으로 가득할 것이옵니다.

주님, 자비를 베푸소서.
그리스도님, 자비를 베푸소서.
주님, 자비를 베푸소서. 아멘.

We feel very sorry that Korean peninsula continues to make the whole world very uncomfortable and anxious due to the tension provoked by North Korean threats. We do not comprehend well why N.K. keeps trying to aggravate the situation and what is their purpose of escalating the degree of the tension.
It is our presumption that they wish to draw out some financial assistance from abroad without conceding their pride or self-esteem. It is our observation that they are confronting the most destitute circumstances ever experienced in their history. There is no possibility of revitalizing their economy by their own initiative and it is quite apparent that they could not develop their industry without foreign investments. But at the same time they would never abandon to maintain their self-respect or self-reverence. I think we should take into consideration their past history and their ideology with which they’ve lived out during the last 60 years after the Korean War in order to understand their psychological background. The ideology declared by Kim’s dynasty (Kim Il-sung and Kim Jung-il and the present President of N.K.) could be stated as an ideology of subjectivity, which always evaluates the superiority of their leadership and the Korean history and culture. According to this ideology they have tried to promote the cultural and economic development by their own autonomous initiative without depending upon any help of foreign countries. However, this philosophy of subjectivity has completely demolished their economy because isolated structure of their autonomous economy could not develop their industry at all. And they walked the same way the other socialist country went through. But since the ideology of subjectivity was not limited merely to a theory of economic development but rather maintained as the philosophy of their sovereign leader and the people, they could not open up their country towards the influence of international culture which keeps changing.

I think we need much patience in dealing with the people of N.K. who have been isolated for long time from modern world. And we are requested to have much compassion on their pattern of foreign relations which appears to be filled with very one-sided obstinacy because they have never experienced modern democratic order in their near history. I feel that the violent way of presenting their requests to the world could be a counterevidence of their desperate situation and their confession that they could not survive any longer like this.

South Korean people appear to be calm and tranquil though they may feel uneasy down in their mind about the present escalating atmosphere between two Koreas. Though they have been very used to this kind of threat, one could not deny the possibility of unexpected military clash.

I have personally appealed to people of Korea to pray for the peace in this peninsula. I wrote down myself a prayer as follows.

Prayer for Peace

Lord, please have mercy on this silly people.
Forgive this silly flock who scatter enormous money in empty sky launching deadly Missiles and blowing up nuclear warheads whereas they’re not even capable of feeding their own people with one bowl of rice and with nice warm soup when they find themselves so hungry, hungry to death.

Lord, please have mercy on this heartless people.
Their blood brothers, their compatriots are so hungry that they dare cross the border breaking through wire entanglements.
Their brothers wonder around in remote countries not welcomed by anybody, being obliged to sell everything to aliens even their body. And their hearts are broken into pieces. But this apathy people turn away from them.
Please , Lord, have mercy on us.

Please forgive us as you forgave Cain who killed his brother and as you did to Jacob who deceived his father and his brother.
Please have pity on us as you did on Israel who forgot your continuous grace and kept complaining and betraying for centuries. Have pity on us as you ignored the iniquity of Israel and persevered to the end.

This silly people have already lost their memory of the cruel war which happened only 60 years ago. Millions of their compatriots were killed and buried in this land which still resonate their cry and groaning.
They display their arrogance and threat to their own people shining their guns, building fortresses of missiles and blowing up nuclear bombs for the purpose of murdering their own brothers, sisters and friends who were created to Your Image.

Living in luxurious skyscrapers they accumulated 40 times more of wealth than their poor brothers only worrying about their fancy diet. Yet they despise their poor brothers and turned away closing their door to their sisters who ask a favor.

However, Lord, you have mercifully cared and brought up this people for thousands of years. You have protected us from so many foreign invasions and guarded us in desperate tribulations. Lord, please have mercy on us, this silly people, remembering your old love and affection.

Please be our Judge between the nations and impose your terms on many nations. And we shall beat our swords into plowshares and our spears into pruning hooks. Then one nation shall not raise the sword against another, nor shall they train for war again.

Please send out your Spirit, a spirit of wisdom and of understanding, a spirit of counsel and of strength, a spirit of knowledge and of fear of the LORD,
There shall be no harm or ruin on your holy mountain; for the earth shall be filled with knowledge of the LORD, as water covers the sea.
